HazWOPER applies to five categories of workers: those at uncontrolled hazardous waste sites (Superfund cleanups), those at RCRA-permitted treatment, storage, and disposal facilities, those involved in emergency response to hazardous substance releases, and those at certain hazardous waste generator sites. The training requirements are tiered: 40 hours of initial instruction plus three days of supervised field experience for general site workers, 24 hours for occasional site workers, and 8-hour annual refreshers for all trained personnel.
In healthcare, HazWOPER most commonly applies to facilities with large-scale chemical operations, hospital pharmacies compounding hazardous drugs, laboratory facilities managing bulk chemical waste, and maintenance personnel responsible for responding to chemical spills. The 40-hour initial training is a substantial investment, and facilities that fail to provide it before assigning workers to covered tasks face OSHA citations. The standard also requires a medical surveillance program for covered workers.
