What This Means for Your Facility
The Uniform Hazardous Waste Manifest is the backbone of RCRA's cradle-to-grave tracking system. Each manifest (EPA Form 8700-22) must include the generator's name, address, and EPA ID number; the transporter information; the designated receiving facility; a description of each waste stream including DOT shipping name, hazard class, UN number, and quantity; and the handling codes for each waste. The generator, transporter, and receiving facility each sign the manifest at the point of transfer, creating a documented chain of custody.
Since June 2018, the EPA has operated the e-Manifest system, which allows electronic creation, signing, and submission of manifests. While paper manifests remain legal, e-Manifests reduce processing errors and provide faster confirmation that waste has reached its destination. California requires that generators retain manifest copies for at least three years (HSC §25160.2), though best practice is to retain them indefinitely, since RCRA liability has no statute of limitations for cleanup costs.
